सीबीआई ने दो अलग-अलग मामलों की जांच के दौरान यूबी केंद्र, जेएनसीएच, मुंबई (महाराष्ट्र) में पदस्थ सीमा शुल्क के दो तत्कालीन उपायुक्तों को गिरफ्तार किया ।

सीबीआई ने यूबी सेंटर, जेएनसीएच, मुंबई में पदस्थ सीमा शुल्क के दो तत्कालीन उपायुक्तों एवं अन्य जिसमें एक निजी व्यक्ति, सीएचए आदि शामिल है, के विरुद्ध दो अलग-अलग मामले दर्ज किए जिसमें विदेश में रहने वाले विभिन्न व्यक्तियों जो कि 02 वर्ष से अधिक समय तक रहे, उनके पासपोर्टों का उपयोग करने हेतु सिंडिकेट के रूप में काम करने तथा पासपोर्ट धारकों से संबंधित वस्तुओं की आड़ में विभिन्न वस्तुओं का आयात करने के आरोप है।

ऐसा आरोप है कि उक्त लोक सेवकों ने यूबी सेंटर, जेएनसीएच, मुंबई में अपनी तैनाती के दौरान अलग-अलग समय पर अन्य लोगों के साथ षड़यंत्र रचा एवं सीमा शुल्क अधिनियम के तहत “निवास स्थानान्तरण(Transfer of Residence)” प्रावधान का गलत प्रयोग किया। यह भी आरोप है कि उक्त सिंडिकेट, विभिन्न व्यक्तियों जो 02 वर्ष से अधिक समय तक विदेश, विशेष रूप से खाड़ी देशों में रहे, के पासपोर्ट का प्रयोग करते हुए प्राथमिक तौर पर सामानों का कम मूल्यांकन करके व इसी क्रम में आगे अन्य घोषित मदों के साथ कुछ अन्य अघोषित मदों को छिपाकर घरेलू सामान, इलेक्ट्रॉनिक सामान एवं अन्य अज्ञात वस्तुओं सहित विभिन्न वस्तुओं का आयात किया करते थे।

आगे, लोक सेवक कथित तौर पर विभिन्न सीएचए से निजी व्यक्ति के द्वारा अवैध रिश्वत एकत्र कर रहे थे एवं इस प्रकार एकत्रित अवैध रिश्वत को बैंकिंग चैनल व हवाला मार्ग दोनों के माध्यम से विभिन्न खातों एवं अधिकारियों को जानने वाले व्यक्तियों को भेजा गया था। सीमा शुल्क अधिकारियों की मदद से सीएचए द्वारा लाए गए खेपों( consignments ) को Out of Charge देने की आरोपियों द्वारा कार्यप्रणाली अपनाई गई थी तथा निजी व्यक्ति के माध्यम से लोक सेवकों को कथित रूप से अवैध रिश्वत का भुगतान किया गया था।

मुंबई, नवी मुंबई, पटना एवं समस्तीपुर (बिहार), खरगोन जिला (मध्य प्रदेश) आदि सहित सात स्थानों पर स्थित आरोपियों एवं उनके सहयोगियों के परिसरों पर तलाशी ली गई, जिसमें विभिन्न आपत्तिजनक दस्तावेज/वस्तुएं बरामद हुई।

गिरफ्तार आरोपियों को नामित अदालत के समक्ष पेश किया जाएगा।

CBI ARRESTS TWO THEN DEPUTY COMMISSIONERS OF CUSTOMS IN TWO SEPARATE CASES

The Central Bureau of Investigation has arrested two then Deputy Commissioners of Customs posted at UB Centre, JNCH, Mumbai (Maharashtra) during investigation of two separate cases.

CBI has registered two separate cases against two then Deputy Commissioners of Customs, posted at UB Centre, JNCH, Mumbai and others including a private person, CHA etc. on the allegations of working as syndicate to use passports of various persons who had stayed abroad for more than 02 years and using those passports to import various items in the garb of items belonging to the passport holders.

It has been alleged that the said public servants entered into conspiracy with others at different times during their posting at UB Centre, JNCH, Mumbai and mis-used the provision of “Transfer of Residence” provision under the Customs Act. It has been also alleged that the said syndicate used passports of various persons, who had stayed abroad for more than 02 years especially in Gulf countries to import various items including household items, electronic items and other unknown items by firstly undervaluing the goods and further concealing some other undeclared items along with the other declared items.

Further, the public servants were allegedly collecting illegal gratification through the private person from different CHAs and the illegal gratification so collected was routed to different accounts & persons known to the officers both through banking channel and hawala route. The said modus operandi was adopted by the accused for allegedly giving out of charge to the consignments brought by the CHAs with the help of Customs Officers and illegal gratification was allegedly paid to the public servants through the private person.

Searches were conducted at seven places including at Mumbai, Navi Mumbai, Patna & Samastipur (Bihar), Khargon District (Madhya Pradesh) etc. at the premises of accused & their accomplices which led to recovery of various incriminating documents/articles.

The arrested accused will be produced before the Designated Court.
